All final electricity customers in the Federation of BiH can be supplied with electricity under the framework of market supply. However, “small use electricity customers” and “customers of special social importance” are also entitled to be supplied under the public supply system, meaning they have the right to public service.

A small use electricity customer is defined as a customer who meets all of the following criteria:

1. less than 50 employees
2. total annual revenue up to 8,000,000 BAM
3. all facilities are connected to the electricity distribution system with a voltage lower than 1 kV (kilovolt)
4. electricity consumption in the previous calendar year for the existing customer (or planned consumption for a new customer) is less than 50,000 kWh

A customer of special social importance is one whose facilities are connected to the electricity distribution system with a voltage of less than 1 kV and who engages in activities and services related to educational, charitable, social, religious institutions, organizations, and associations, as well as employment and accommodation services for special categories of individuals, and other activities of special social significance as determined by a decision of the Regulatory Commission for Energy in the Federation of BiH.

According to the Law on Electricity of the Federation of BiH, a supplier with a license for electricity supply and designated by the government to provide public service must deliver electricity under regulated conditions. This means providing service across the entire distribution area at clearly comparable, non-discriminatory, and transparent prices.

The Government of the Federation of BiH has appointed JP “Elektroprivreda HZ HB” d.d. Mostar as the public supplier, and the Regulatory Commission for Energy in the Federation of BiH has approved the proposed prices, which have been in effect since January 1, 2020.

Tariffs for users of the distribution system (network fee), the price of energy procurement and the price of the public supplier’s service are included in the prices of the public supplier’s service. The prices do not include the fee for stimulating the power generation from renewable energy sources and efficient cogeneration, nor the Value Added Tax, which the public supplier is obliged to record on each customer’s individual bill, in accordance with current regulations.
