PUBLIC ANNOUNCEMENT

FOR THE ELECTION AND APPOINTMENT OF THE DIRECTOR OF THE INTERNAL AUDIT DEPARTMENT OF

JP “ELEKTROPRIVREDA HZ HB” D.D. MOSTAR

The election and appointment of the director of the Internal Audit Department of the JP “ELEKTROPRIVREDA HZ HB” d.d. Mostar will be performed by Audit Board of JP “ELEKTROPRIVREDA HZ HB” d.d. Mostar. The appointment is made for a period of four (4) years. The director of the Internal Audit Department has the duty and responsibility to ensure the consistent application of laws and other regulations, as well as provisions of general acts in JP “Elektroprivreda HZ HB” d.d. Mostar, which belong to jurisdiction of the Internal Audit Department. The fee and other rights of the director of the Internal Audit Department are regulated by the contract concluded with the Company based on the Decision of the Shareholders’ Assembly of JP “ELEKTROPRIVREDA HZ HB” d.d. Mostar.

The applicant shall comply with the following requirements:

A) General conditions:

• to be a citizen of Bosnia and Herzegovina (evidence: certificate of citizenship not older than 6 months)
• the candidate is not under 18 years of age on the date of appointment (evidence: a certified copy of a valid CIPS identity card or a certified copy of a birth certificate)
• the candidate has not been dismissed from the civil service as a result of a disciplinary measure at any level in BiH in the period of three (3) years prior to the date of publication of the public announcement (evidence: a signed statement certified by the competent body)
• the candidate has not been indicted by the International Criminal Tribunal for the Former Yugoslavia, Article IX 1. of the Constitution of BiH (evidence: a signed statement certified by the competent body)
• no criminal proceedings are being conducted against the candidate, respectively, the candidate has not been convicted of a criminal offence or an economic offence incompatible with the duties of the director of the Internal Audit Department for at least five (5) years from the date of finality of the judgement, excluding the period of imprisonment (evidence: a signed statement certified by the competent body)
• the candidate is not a person who has been prohibited by a final court ruling from performing duties in the field of audit (evidence: a signed statement certified by the competent body)
• the candidate is not an elected official, holder of executive functions or adviser for the purpose of the Law on Conflict of Interest in Governmental Institutions of Bosnia and Herzegovina (Official Gazette of BiH, 13/02, 16/02, 14/03, 12/04, 63/08, 18/12, 87/13 and 41/16) and for the purpose of the Law on Conflict of Interest in Governmental Institutions of the Federation of BiH (Official Gazette of the FBiH, 70/08), (evidence: a signed statement certified by the competent body)
• the candidate is not an employee of JP “ELEKTROPRIVREDA HZ HB” d.d. Mostar, nor a member of the Supervisory Board or the Management Board of JP “ELEKTROPRIVREDA HZ HB” d.d. Mostar, and that the applicant has no direct or indirect financial interest in JP “ELEKTROPRIVREDA HZ HB” d.d. Mostar (evidence: a signed statement certified by the competent body)
• the candidate does not hold office in a political party for the purpose of the Law on Ministerial, Government and Other Appointments of the FBIH (Official Gazette of the FBiH, 12/03, 34/03 and 65/13), (evidence: a signed statement certified by the competent body).

B) Special conditions

• VII degree of professional qualification, namely, higher education of the first cycle of the Bologna system (that is evaluated with at least 240 ECST points) or second or third cycle of the Bologna system of study of business or law. (evidence: a signed statement certified by the competent body)
• A minimum of five years of work experience in the profession after obtaining a diploma, of which a minimum of three years in one of the following jobs: audit work, internal audit work, budgetary affairs in the public sector or tasks related to treasury operations or in financial-accounting jobs. (evidence: a signed statement certified by the competent body)
• A certificate of internal auditor for the public sector in the Federation of BiH, issued by the Federal Ministry of Finance (evidence: a signed statement certified by the competent body)
• The applicant is not in the conflict of interest for the purpose of the provisions of Article 12 of the Law on Internal Audit in Public Sector in the Federation of Bosnia and Herzegovina (Official Gazette of the FBiH, 47/08 and 101/16), (evidence: a signed statement certified by the competent body).

In the assessment of the candidate’s knowledge and skills, the following will also be taken into account:

• the knowledge and skills of understanding financial statements and overall legislation in the field of finance, accounting and audit
• expertise in the field of public company operations and regulations that determine operations
• experience in the Audit Board work and Internal Audit Department work
• work results achieved during the previous employment
• independence in work and decision-making, willingness to cooperate, and the ability to work independently and in a team in performing internal audit tasks
• expressed individuality, initiative, communication and organisational skills
• other licences and certificates related to work of the director of internal audit.

Along with the signed application, the candidates are required to submit evidence of fulfilment of general and special conditions in the form of an original or a certified copy, as well as a short curriculum vitae which must include the candidate’s address, e-mail and the telephone number.

Signed statements of the candidates may be made in a single document which is certified by the competent body.

Candidates who apply on time and meet the conditions of the public announcement will be invited to an interview. Untimely and incomplete applications will not be considered.  The public announcement will be published in a printed edition of Večernji list BiH and in Official Gazette of the Federation of BIH, and will be open for fourteen days following the day of the publication.
